Dab corn with a paper towel until completely dry. Whisk together flour, baking powder, paprika, salt, pepper, and sugar in a large bowl. Add corn, cilantro, whisked eggs, milk, and cheese. Stir until the mixture is well combined.
Add oil to a large stainless steel or cast iron skillet. Heat oil until it begins to sizzle. Measure out 1/3 cup of batter for each fritter. Place batter for 4-5 fritters evenly in the skillet. Press each one lightly with the back of a spatula and cook for 3-4 minutes per side.
