Cook the ground beef until it is browned, crumbling as you go. Add onion, pepper, and garlic and saute.

Pour in water and deglaze the skillet. Whisk together the spices and add to skillet.

Add the salsa, corn, and beans, then pour in the remaining water and mix in the tortilla strips until coated with sauce.
